2018 Keelung Islet International Rock Fishing Competition

General Regulation

I. Objectives:

The main objectives are to develop the characteristics of Keelung as sea city, promote Keelung Islet rock fishing activity, and to build a world-class rock fishing ground for development of marine leisure industry in Keelung Islet. Through the Keelung Islet competition, we hope to have more interaction and technical exchange between rock fishing players, and to awaken people's conscious on the protection of natural resource and sustainable development.

II. Relevant Units:

III. Date of Competition:

Preliminary: April 28th, 2018 6:30-16:00

Final: April 29th, 2018 6:30-16:00

★Those not in the final or final 8 can join the Big Tail Competition on the second day.

IV. Place of Competition: 

Keelung Island Reef (Dock, Niaozui, DongKeng, Wai-Xie, Eastnorthern Keng, Innerside of JiXin, SiJiao, ZhongJiao, DaQi, XiaoQi)

V. Registration Deadline: 

From April 3rd to April 16th. If the registration is full, the registration will be closed earlier.

★Unless force majeure announced by the organizer, the registration fee will not be refunded. Those registered shall not be covered for or replaced.

VI. Qualifications:

A valid Keelung Islet Rock Fishing License that does not expired before the competition date. Those who age 16 to 20 shall be enclose consent of legal representative.

★The Assembly can be entrusted to apply Keelung Islet Rock Fishing License (hereinafter refers to as “Rock Fishing License”)

VII. Fee: NTD6,500/pp (excluding accommodation and fee for Rock Fishing License)

  • Fee includes 2-day ferry, tourism and safety insurance (comprehensive special activities insurance), bait, DAIWA H3 soft bait bag, 2 meal boxes, Player’s Night Buffet, lottery activities, souvenirs.
  • 3-year Rock Fishing License fee: NTD750/license. Please fill in the application form and send back with supporting document by email. The original copy shall be submitted at the site of receiving the license.

VIII. Competition Quota:

The competition is played by groups; no more than 16 groups with 6 people in each group (96 people in total). Online registration

limit: 66 people, on-site registration limit: 30 people.

IX. Method of Registration:

  1. Online Registration: Go to the website https://goo.gl/Se4HJQ and click “2018 Keelung Islet International Rock Fishing Competition” for online registration; transfer the registration fee in 48 hours after filling the application. The Host will review by the order of transfer. Those who fail to transfer the fee in time will be cancelled the qualification and refunded the transferred fee. Then the quota will be released, with a limit of 66 people.
  2. On-site Registration: Application can be submitted to Keelung Municipal Government Industry Development Division Ocean Affairs in person at 9:00-12:00 and 13:30-17:30 from the date of registration. The limit for on-site registration is 30 people and no candidate for vacancy is offered.
  • Please fill in your real name, birth date, contact number, address, identity number, Rock Fishing License, emergency contact for relevant insurance and application. Due to limited number of place, you are welcome to call us at (02)2388-1997 to check if the registration is full.

X. Check-in:

The check-in time is 3:30 to 4:30 in the morning of April 28th at Badouzi Shore Center (No. 5, HuangKang Street, Zhongzhen District, Keelung City) and the boat sail at 5:30 on time.

XI. Check-in Regulation: 

All players shall have Rock Fishing License, endorsements letter for the game, ID/Passport and registration number for check-in; at the check-in, number and island reef will be selected by lucky draw. The Organizer shall draw lots on behalf of those who are late.

XII. Safety Measures: 

  1. All players must wear life jacket that complies with safety regulation (with fastened buckle) and anti-slippery spikes (both prepared by players) and shall not take off before reaching the reef and during the competition. The judge can disqualify those who do not abide, depending on the circumstances.
  2. If the average wind level is more than 7 and the maximum gust is above level 9, the Organizer shall announce 3 days in advance whether the competition shall commence as scheduled; on the day, the Organizer has the right to adjust time or date of the competition.

XIII. Bait:

  1. Players will be provided with one serving of bait (1 packs of fish power and 1 pieces of Antarctic shrimp bricks) in the round half of the game, those who advance to the second round will get another serving of bait. The second day final and free competition will be provided with two serving of bait (2 packs of fish power and 2 pieces of Antarctic shrimp bricks) before boarding. The bait provided is forbidden to fish bait. The bait provided by the Organizer is prohibited to do any processing (such as boiling, adding fish collectors, viscose, algae, etc.). The bait can be beaten, but bait cage is prohibited. The judge shall inspect before boarding and disqualify those who fail to follow bait regulation.
  2. It is forbidden to poison or fry fish, or use hanging product that will collect fish.

XIV. Competition Method: Rock fishing by the shore

XV. Scoring Method:

  1. Weight scoring
  2. The fish shall be longer than 20cm (excluding 20cm); the unqualified shall be release immediately.
  3. Those with the same points shall be judged by the single largest fish for award order.
  4. If no team fish any eligible fish, the winning team will be determined by lucky draw prepared by the Host. The team with the only red draw wins the competition.
  5. ● Species with 3 points/g: Kyphosidae (sea chub, lembus rudderfish), Acanthuridae (emperors, surgeonfishes)
    ● Species with 2 points/g: chicken grunter
    ● Species with 1 points/g: rabbitfish, parrotfishes, greater amberjack, goldstriped amberjack, rainbow runner, star snapper, batfish, small spotted pompano, red tail scad, skipjack, mackerel, Japanese jack mackerel, and so on.

XVI. Rules:

  1. The game is limited to use one fishing pole, one fishline and one fishhook (a spare fishing pole is allowed).
  2. Players shall prepare their own bait bucket; the bucket prepared by the Assembly us used as scores counting container with caught fishes. All caught fished shall not be stocked in self-owned refrigerator or other containers. The violators will be disqualified.
  3. There is no restriction on the form of reel, no matter spinning, low-profile reel or bait casting reel.
  4. Before the game, players are forbidden to test fishing pole.
  5. For the health of fish, the hook shall be single hook, triple hook is not allowed.
  6. The fish body (from snout to the tail) must be more than 20cm (excluding 20cm) to get scores.
  7. Dead fish does not count; the disqualified small fish and conservation fish shall be released immediately.
  8. When the fish take the bait, the player must complete all the fishing actions by his own.
  9. Fishing method is limited to buoy fishing (Apo buoy, water buoy or long standard buoy).
  10. When the finish whistle starts, the fish taking bait shall be reeled within 3 minutes for scores.
  11. Players must wear anti-slippery spikes and life jacket complies with safety regulation (with fastened buckle) during the whole game. Violators will be disqualified.
  12. Players who walk into water to the depth of knees or accidently fall into water during the game is disqualified. All the fishes caught will not be scored.
  13. When the fishes are weighed, except for players and judges, others cannot get close to the caught fish; otherwise the fish cannot be scored.
  14. The Host will draw lot to the number and position on behalf of those who are late for check-in; and those shall not have objection.
  15. During the game, the judge may give warning or determine disqualification to those who violate the rules.
  16. Do not drink any beverage containing alcohol, and do not throw away cigarette butt (please prepare own cigarette case) during the game. The violators will be disqualified.
  17. Players who do not get into the second round on the first day shall all return to the shore center by reef boat.
  18. The General Assembly has full power of discretion.

XVIII. Promotion Mechanism: The Organizer reserves the rights to adjust the mechanism at any time.
